Considering that ICT (Information and Communication Technology) as a new and emerging technology for information processing and communication, it is time to consider and properly use ICT for the knowledge based society in every aspect of life such as politic, economy, social, culture, security and defense, and etc. As the knowledge based society continues to grow, it is truly expected that it will further support the development of the country in every sector including education, trade, industry, government, farming-forestry-sea, mining, tourism, transportation and etc. Those are supposed to use ICT infrastructure with higher capacity in the near future. Related with the development of accessibility and availability of information, it is necessary to define such things as strategy, policy, implementation, and information compilation which have abilities to address problems that appeared and to properly support the development of societies, regardless of a small or a large scale such as a nation.
